WASHINGTON, Nov 20 (Reuters) - A group of U.S. President Joe Biden's fellow Democrats urged him on Monday to encourage Israel to take immediate steps - including reopening a major border crossing - to help provide humanitarian aid for innocent civilians in Gaza. "Eliminating the threat posed by Hamas and protecting civilians are not mutually exclusive aims. Indeed, International Humanitarian Law requires that civilians be protected during armed conflict," a group of Democratic senators wrote in a letter to Biden. The letter was led by Senators Tammy Baldwin, Tim Kaine and Chris Van Hollen, and signed by at least eight other Senate Democrats. U.N. aid chief Martin Griffiths last week implored Israel to allow humanitarian aid into Gaza via the Kerem Shalom crossing.

"You should be saying clearly and loudly in line with IHL (International Humanitarian Law) that a ceasefire should take place," Mansour said. Israel has rebuffed mounting international pressure for a ceasefire, saying hostages taken by Hamas militants during their rampage in southern Israel on Oct. 7 should be released.

The killings underscore the reality that evacuation zones and warning alerts from the Israeli military haven’t guaranteed safety for civilians in the densely populated Gaza Strip, where Palestinians have no safe place to escape Israeli bombs. In the early hours on Friday, Aaed Al-Ajrami and his nephew, Raji, received a phone call from an Israeli military official – warning him to get everyone he knows and head southwards immediately, the nephew told CNN. Despite following the instructions and successfully fleeing south of the evacuation zone, Aaed’s family was killed by an Israeli airstrike the next day. The next day, an Israeli airstrike in the area destroyed parts of the building where Aaed’s family sought refuge – killing him and 12 other members of his family, including seven children. “You can follow the orders so that you aren’t exposed to danger, but the danger will still reach you wherever you are.”CNN has reached out to the IDF for comment about the airstrike outside of the evacuation zone, including Deir Al Balah.

Even wars have rules, and these rules must be upheld, at all times, and by all sides, he said. "Civilians in Israel and the Occupied Palestinian Territory are suffering from a week of utter anguish and devastation," Griffiths said. "The past week has been a test for humanity," he said, "and humanity is failing."

Palestinians face Israeli deadline to leave northern Gaza

Israel has since put the Hamas-run Gaza Strip, home to 2.3 million Palestinians, under a total siege and bombarded it with unprecedented air strikes. More than one million residents of northern Gaza on Friday received 24 hours notice from Israel to flee south before an expected ground offensive. While several thousand residents headed south on Friday from northern Gaza, many others said they would stay. "Death is better than leaving," said Mohammad, 20, outside a building smashed by an Israeli air strike near the centre of Gaza. There have also been fears of hostilities spreading, including to Israel's northern border with Lebanon, where clashes this week have already been the deadliest since 2006.
